Noticing stomach changes but not chest...?

It's too soon for you to be looking for changes in your chest or major changes anywhere else. There's no guarantee you will lose your man boobs, either, but the less fat you need to lose in an area the more time it will take to see changes there if you're losing fat all over. You can certainly work on toning up that area and building more muscle, which should help the appearance of man boobs shrink. Make sure your diet includes muscle-building things like milk, cheese, meat, fish i.e. anything with protein in it. At least 3 servings a day. And you have to do more than cardio to build muscle, as well. You should be lifting weights--if you're a male and do not lift regularly, I'd say start out with 10-12lb weights and add more lbs as you get used to lifting those. Either barbells or an aerobic bar will do, and do research on different sorts of lifts and repetitions for you to do that should help your chest, as well as the rest of your upper body.
Since I don't know your body type, it's hard to say if you'd lose all fat by losing 30lbs. I will say that if you've just started working out, you probably don't need to be doing 7 days a week. You should start off doing cardio maybe 3-4 days a week for at least 40 mins with the other 20 mins or so being lifting weights and doing toning exercises such as situps. Then on days off from cardio, you should spend at least 30 mins lifting weights and doing situps. Starting off full speed like that will make you hit a plateau quicker, and you'd have to workout longer/on more days than you already are just to get your body burning fat again. Plus, putting on muscle helps you burn more calories, as well, so just lifting weights on days when you're not jogging will be very helpful, especially if you include lots of protein in your diet.
